The ones at the bottom are "scent bodies" you unscrew them and stuff a piece of yarn in there and slather it with your favorite gel/oil scent or stick a chunk of prawn meat in there, whatever you want.
As seen in the picture - There are little bits of rust here and there on a couple of these, but worst case you can rebuild them with new hooks and you're ready to go.
