Get some dry graphite and lube the shaft/bendix with it. I used to work as a mechanic and we always kept a little squeeze bottle around for just that. Even on new installs we would use it. Greese or any other wet lube picks up particles/dirt, graphite won't. It's actually good for a lot of items liek that, but it's messy (black) so don't use it on anything you don't want to turn black.
Oh ya - If that deosn't work replace it and personally I would replace the entire starter along with the bendix. Once I get it out- all new back in.
