Where are you going to be staying? The Willamette is the most fishable with a boat that size, but there are several places to launch and several different ways to fish it. With a boat that size, I'd probably launch at St. Johns Bridge (Cathedral Park) and run downriver about 2 miles to the Columbia (nice deep river in this area, don't have to worry about hitting bottom). Go downriver on the Columbia a few miles and anchor up within a few hundred yards of shore in 15-22 feet of water. You'll see a few bankies in this area - called Frenchman's Bar. It's a good springer spot - anchor and put out a kwikfish with a sardine wrap. If the river gets too rough, you can run back up the Willamette and troll at the mouth of the Mulnomah Channel or in the main river all the way to downtown Portland if you want. Oh - the best way to learn to fish this area is with a good guide. I've been catching springers here for years and I still learn a lot every time I fish with a good one. If I were you I'd call Joe Salvey (Fishawk guide service - Talons on ifish) and try and book a trip with him. You'll learn more in 8 hours than in a whole week with someone else. Book the trip at the beginning of the week and you'll be set up for the remaining days in your boat!
