This is just a guess: It may have something to do with how much melting snowpack is coming in, as oppsed to how much is needed for discharge.

Default Water level fluctuation

Just got through looking at the S. Santiam river levels again. Now they are dropping about 1 ft. today. Looking back at the last 2 weeks or so, I see an erratic flow discharge rate. I understand the need to flow hard to help get the young out to sea, but it seems to me that whoever has control of the levels, has very good timing, 4 days at 3.6 then 3 days at 4.4 then 2 days at 4.8, now it looks to be on its way down to 3.6 again. I don't see that as a help to the fish population, but I do see it as a method of keeping the fishing population confused as to when the best time is to fish. If I can't count on a reasonable river level, I find it very difficult to plan a trip, and be successfull.
Why can't it be left a consistant level in the spring ( allowing there is no major rainfall)? [img]graemlins/1zhelp.gif[/img]
