Default Shad for bait

Anyone ever make cut-plug shad for salmon?

I don't know how big New York shad are, but ours are way too big for salmon. Typical bait fish for salmon here are herring in sizes from 3 to 6 inches in length. Typical shad are 2 - 4 pounds. We do, however use whole shad for sturgeon when fishing for the 6 to 12 footers.

They run about the same size on the east coast. Some times I make a cutplug bait out of lake trout belley, like the blue pack, red or green herring bait that fits in the plastic Rhys Davis teaser heads. I think they make the heads in Canada. Has anyone ever used shad in this way?
