Default Wind River license requirements

What is the license requirement for fishing the bubble at the Wind.

I was wondering about that earlier this week when I was at the Wind. It's actually on the Columbia, but the Bonneville Pool is not open. There are sportfishing boundary buoys to designate the Wind fishery (on the Columbia).

I can understand Washington regulating the fishery, but if it's on the Columbia, do they have the right to require a Washington license?

Kind of like:
My WA drivers licence is good to drive in Oregon but still I have to obey Oregon laws.

I have looked it up in the past....WASHINGTON.

If something has changed this year.....Please correct me.

Thats a Wind "bubble"...Not Columbia....

Take heed to this thread...WDFW was out Wednesday in a little 14' aluminum boat trolling and pulling people over....

Will be there Monday and Tuesday this week then have to go home and make sure the kids are ok while the wife is in California. Be back the entire following week. Say Hi if you get a chance, 21' purple/maroon/teal sled with 200 Merc on the back...the boat has a chameleon paint job so it can change colors on ya...it was fun meeting most of the F4.1 guys on Thursday.
