It's always worth bringing a fly rod. If you don't, you'll wish you had.
The Fall River is just a few miles down the road from Sunriver. The most fish will be around the hatchery (as will most of the anglers), but you'll pick up a few fish regardless.

I was there several weekends ago and did pretty well. You can expect a BWO hatch at some point in the afternoon. as far as nymphing goes, I usually do really well with a large cased caddis as the tool fly and then a really small PT (as in 18-20) as the dropper--make sure your PT is really slender, not fat like most of the commercial ties out there. If you're feeling really adventurous, try above the dam at the hatchery for some midging trout (think even smaller--down to 24 or 26--although, I've had some success with 18 and 20 midge pupa patterns along w/ a sprout midge)
