Default Plug cut or spinners for springers

I do most of my springer fishing in tillamook bay and do pretty good. I catch most of them on plug cut herring. I want to start learning in the willamette specificaly where the willamette and the multnomah channel meet. Do most people use plug cut herring, spinners or other techniques that I have not mentioned in this location.

Right at that location most people troll cut herring ...near there, in the Columbia, alot of people anchor with kwik fish ...beats me why it is but you don't see alot of spinners until up by Oregon City

Leatherneck, when is the best time to fish for springers in the bay? I have always wanted to to try it there but never have. Are you allowed to fish out side on the south jetty like fall chinook? Thanks Dave.

Mr.Kitch'nPass The best time in my opinion to fish the T-Bay for springers is in may and june. They close it down in the middle of june but this year I hear its open through july. If this is true then be ready for some great action. I don't know if you can fish the south side of the south jetty like you can for the fall fish. I do really well in the coastguard hole and up at memoloose trolling spinners. The biggest springer I ever caught was a 30lb out of the coastgaurd hole.
