Probably the most common area for walleye in the Portland area is Ough Reef, between the lower end of Reed Island and the Camas launch (watch out for underwater rock hazards). Multnomah channel is another option, but you will be competing for water space with springer fisherman this time of year.

Upriver, Skammania Island is a decent spot at times- wind can be an issue there. This time of year is challenging for walleye below Bonneville (for me anyways). I do better here July thru October. Slow troll downstream with worm harness using smile blade and float (pill or corky and beads). Chartruse, Green, Red, Orange work well.

Better fishing can be found upriver at Rufus and Umatilla.

Good luck and share any reports.

Pretty much what I would have said. The only thing I would add is blade baits.
A must have, I have had them out fish spinners some day. And you doing something other than dragging a worm around.

If you can get below The Dalles or John Day dams you will do much better this time of year. The Rufus area does well into April slow in may the back to good thruough the fall. Chartreuse, lime green jigs tipped with a crawler are hard to beat. Worm harness with a spin glow or smile blade in green work well this time of year. You can put a spinner blade on your harness when the water warms up and pull a bit faster. Good luck.
