Sewage overflows into bay
GARIBALDI — The city of Garibaldi reported that during January, its wastewater treatment plant had two overflows of raw sewage.
The estimated total volume of the untreated sewage discharged to Tillamook Bay was 1.6 million gallons. During this same time, two incidents occurred at the wastewater treatment plant that resulted in partially treated wastewater being discharged to Tillamook Bay. The city estimates that approximately 600,000 gallons of partially treated wastewater were discharged to Tillamook Bay.
The raw sewage overflows occurred in a manhole located at Fifth and Main streets and were discharged to Tillamook Bay via a culvert near the Old Mill Marina. A sign posted at the mouth of School Creek warns the public that during heavy rain storms an emergency overflow may occur. The sign will remain posted until the city completes upgrades to the sewage treatment facility and overflows no longer occur.
During malfunctions or overflows at the sewage treatment facility that may have caused concern for safe use of Tillamook Bay, Garibaldi posted advisory signs at the following locations: (check appropriate)
• Port of Garibaldi — ramp on Mooring Drive at the public railroad crossing.
• Old Mill Marina.
• The Pier’s End at 1211 Bay Lane in Garibaldi.
The signs informed the public that a public health risk existed and not to harvest or eat the shellfish/mussels and do not drink, swim or bathe in Tillamook Bay.
Garibaldi is currently under a legal agreement with the Oregon Department of Environment Quality (DEQ) and the Oregon Health Division (OHD) to upgrade the waste water treatment facilities.
The agreement allows Garibaldi a more flexible schedule in meeting federal and state environmental regulations by establishing deadlines that are phased out over a period of time. This approach allows Garibaldi to better plan and budget for the upgrades. Improvements to the wastewater treatment facility began in 1996.
Until the wastewater treatment plant can be improved, there will most likely be overflows of untreated or partially treated sewage to Tillamook Bay. Overflows generally occur in the winter during heavy storm events.
