when putting an outboard jet on a new boat where do you ideally want the bottom of the shoe in relation to the bottom of the boat?

front lip of the shoe even with the bottom of the boat

the bottom needs to be dead flat ahead of the shoe

some boats like an adjustment, but this will get ya goin
