Default powerlines on the sandy

Does anybody know why you can not fish from a boat above the powerlines on the sandy?? I always wonder that when drifting the river. Such a pain to beach the boat to fish above here.

I prefer drift fishing, so never really had a problem with that rule. Dont know the exact reason behind the ruling.

Wish this could be combined into one post. In a perfect world there would be a boat ramp at the bottom end of Oxbow. To accommodate both the people who want to fish only from their boats and to acccommodate other short term, in park, users(inner tubers, kayakers, afternoon short fishing trips,ect.). The issues of installing a new boat ramp are not as easy as grading a roadway to the river. River hydrology and morphology would need to be studied. Engineering, permitting and environmental impact assessments. If a suitable place could be found, a big if, approval would be needed fron Oregon State Division of State Lands, National Marine Fisheries, Oregon State and United States Scenic Rivers Programs, Oregon State Forestry Department, Oregon Department of Environmental Quality and Multnomah County Planning Department at a minimum. Next would be funding for construction, maintenance and operation. This would be a big ticket item. Where would this rank in priorities with other services?
Lots of questions, lots of money. It would be nice but I don't think it's realistic to think another boat Ramp will be added in that section of river.

The main reason is to leave Oxbow to the bank anglers. Not my favorite rule, but OK. Then why not put a launch at the lower end of Oxbow so you don't have to drift clear through the park to get to boat fishing water?
