Default smelt and herring

I would like to get some advice on when to try dipping for smelt and where to go to do this.Have never done that. I did get some from the store for eating but used them all for bait. I got a 75# halibut on them and two chinook on the two day halibut season last year.
And if someone knows when the herring jigging gets good, would also like to get some kind of an approximate date when that might start. Thanks, Propwash

Last year the smelt entered the cowlitz around the first of march,but the water was low.They may be earlier this year.Not sure about herring.
