Thats an easy answer.....there is no best spinnerbait!! There are components and features of spinnerbaits that make them better than others, and some are better than others only in certain conditions or situations. What I look for in a spinnerbait is quality components. 1) high quality ball berring swivel....flick the blade with your finger and see how smooth and long it will spin. If it catches or binds, that is what it is doing in the water as well....2) hook... must be strong and sharp, my preference is a gammy. 3) skirt....personal preference in silicone or rubber. Most commercially made spinnerbaits utilize silicon, better color selections, and longer life. Rubber has better action, limited colors available, and requires a bit more care. Personally I prefer a hand tied skirt, tends to breath a little better. Put all of these together, and you still have variables which will greatly effect the fishability of the bait. What blades to use, and what size of wire. different size blades, blade thickness, cup depth all effect the action, vibration, and blade swing. Wire sizes also play a major role in the final product, heavier wire= more durable=slightly less vibration and blade action... lighter wire= shorter life expectancy=more vibe.
I've made lots of spinnerbaits over the years, experimented, toyed around. You can really get creative. but like I say 3 most important things to remember to find the "best" spinnerbait...swivel, hook, skirt. you might check out
