Electrical and plumbing codes in Tigard

I'm going to be working on a remodel project involving capping off some plumbing and rewiring some electrical around my house. I feel comfortable enough doing the work but I'm concerned about following codes. Anyone out there familiar with the codes as they apply in the Tigard area willing to give me a few minutes of time on the phone to talk about my plans and give me some advice? I can check with the city to see what permits, if any, are required.
