I don't know about the Ballard elk, but I was chatting with a guy in the barber chair a few days ago that told me about his sheds. Said he just took them in for the contest. They are reported to be the all time record rosavelt. Said they were touring with the Rocky Mt foundation the last 4 years. He said this monster had shed 3 times on his property near Molalla, till some A-hole poached it.
