Looking for Web Host

Alright, all you dot-commers out there....I'm looking for an affordable place to host a web site. Here are the minimal requirements I'm lookiging for:

Perl 5.004 or higher
CGI Access
FTP Access
Sendmail or SMTP Server

Actually looking for a place to host a UBB forum - anticipate 10,000+ members (totally unrelated to iFish, fishing, or outdoors). Any suggestions?
