I have had good luck with the commercial fuel stabilizers (I try to pre-treat with "Sta-bil" if I know the boat will sit, but I have used fuel dryers - I think one was called "heat" ?). Did you create some suction to get the flow going when you tried to drain the tank? I hate the taste of gas, but siphoning only works once you get it started (you probably knew that). If no flow after suction, I would remove and check the fuel line for blockage.
If the hose is okay, you can clean the tank with Berryman's B-12 Chemtool. I'm not sure though if the Berryman's will adversely affect the lubrication of the 2-stroke oil (with a four stroke, I just put the stuff in then run it like normal - gets rid of all the varnish on everything). If nobody else can answer for sure, I would use the chemtool and then drain the tank (even if it means removing the tank). If you can get some reasonable assurance that Berryman's is okay to run in 2-strokes, I would run a tank of it as it will also clean the carb and reed valves.
