What year of Evinrude. I have a '99 Ficht 115 and have some problems with that on occasion. I have to make sure the bulb is tight, and that if I have run the kicker (both on same mainline) I have to make sure that line is full as well or it'll create some sort of vaccum and will starve itself out ... between the Evinrude and Honda kicker on most mornings, there is a cloud of profanity hanging over my boat at the dock. But once they run, they run strong.

Evinrude is a 94'...haven't experienced this problem before...did just change kickers but not sure that is part of the problem.

The bulb stays hard for about a minute then that's that.

I've got a 74 115hp Evinrude on my old skiboat. Can't say that i've ever had that problem but, it sounds to me that you've got a partially plugged fuel filter. Take the cover off and find the fuel line where it goes up into to engine. It should be a somewhat flat connection with a screw in it. loosen the screw and pull the plate off and there will be a screen under it. Is it clogged? yes, replace. No, then you may want to blow out the lines from the engine to the tank. I installed a see through inline fuel filter in mine so I can see if the tank is rusty or got some dirty gas.
I would exhaust all options that are easy and cheap tp fix before taking into the shop.
Just my .02
Good luck

I have a 73 115 Evinrude and had that happen it turned out to be the fuel pump.Put a new fuel pump on it and it worked fine after that.
