Actually - you've got it mixed up - the definition of an at-will employment relationship is one that can be terminated by the EMPLOYER at any time at all - in other words, there is no employment contract. I guess it also means the employee can leave at any time, but the employer might have rules in place that state you lose certain rights if you don't give notice.
Health and safety laws are the same for all employers regardless of the employment relationship. They must provide Workers Compensation Insurance for employees and the employee's exclusive remedy in the event of on the job injury is the WC benefit. There are exceptions to this under the Employers Liability Act, but for your purposes, I think this answers your question. OSHA requires a safe work environment and can penalize your employer for creating or permitting dangerous working conditions. However, employees have no remedies against OSHA or against their employer simply due to OSHA violations.
