I had the same issue and lived with it for years before I really got serious about finding out what was the deal (thought it was just the way they operated!). Anyway, look closely where the forward/reverse cable clevis connects to the rotating bar that goes out through the transom to the back of the jet. The hole where mine was mounted was almost directly in line with the shift cable clevis so I was pushing directly toward the point of rotation - no leverage at all! Simple drilling a hole in a slightly different spot on the rotating bar and reattaching the clevis to the new hole gave me all the leverage I needed. Works great now. If this is still confusing, PM me and I can send you a scanned drawing or picture of what I did.

Another thing to check would be the idle speed. If you don't bring the throttle lever to idle or the idle speed is set too high it will be very difficult to get into reverse. There would be too much water shooting out of the pump for the reverse gate to drop without difficulty.
