Default When to start, and When to quit

I was wondering this today as I was standing in the rain.

How do you know when's the best time to hit the river? Early bird syndrome, or go for the evening diners?

How do you know this hole is dead, time to pack up and try another spot vs. patience my son, they're here?

First one to the hole gets fresh water, if you wait till later in the day the river could have been pounded thus reducing the amount of biting fish on the other hand if its real cold sometimes it pays to wait a bit so the water can warm up making for more active fish. If the water is running at high levels than it isnt as important because fresh fish will be moving into the system at a higher rate uping your odds on multiple fish moving through the hole your fishing.
