Default 165HP I/O Merc Delayed Shift

We have a 165HP I/O Merc on a 1975 21ft FibreForm. Over the winter we put in a remanufactured motor. All is working great, more power, etc. The only problem is that when you bring the lever to the nuetral position, there seems to be about a 3-6 delay before it goes into neutral. This is the same thing going from forward to reverse or the other way. Does anyone have an idea what may cause this and what can we do to trouble shoot the problem?

Shift interrupter is probably not functioning, located on the platform where the cables come together. When activated it momentarily kills the engine so it will come out of gear easier
