Just wanted to check before I go out and buy a prodigy controller.

Just a guess here Chris, but there MAY be some air in line after the "T" fitting on the master cylinder. Another place to check is the wiring from the brake controller under the hood to the plug at your bumper. Perhaps a bad ground?

Or perhaps the controller itself isn't grounded properly?
As far as documantation (I'm assuming you did a google search already) try Six Robblee's or Camping World.
I'd do everything I could before I pulled the trigger and shelled out the cash for a new controller because Reese usually puts out a pretty good product.
