When Crown owned the country up above Molalla it was open. Cougar Lake sits clear on top of a steep ridge clear in the back of the tree farm. In fact you wouldn't think a lake would be there. Back then it had brookies in it. Joyce Lake is up close to Table Rock. The road passed within a quarter mile or so of it. Its a shallow lake, with brookies and lots of crawdads. Another Lake south of Cougar is Emerald. This is a real gem with some good depth to it. Big brookies and some bows. I haven't been to these lakes in 30 years. For years they were off limits. Now you can buy a forest pass and get to them. Day trips only though as no camping is allowed. I would suggest starting by googling earth to get a feel of where they sit then ask the people at the gate on the upper Molala where you check in and out at for a road map. I would think the would have one available.
If I remember correctly you head up the North side of the Molalla to get to Cougar and the south side to find Emerald, and the collowash to get to Joyce.
