I have never made it up there, but have attempted when camping at Rock Creek/Pine Hollow. Last year we tried to go up on the 4th of July weekend and it was still snowed in. I know we did not get as much snow as last year, but I imagine it is still snowed in. Early in the season when the snow does dry up, I would grab a chain saw as there are many trees down in that area.
I also want to hear how people have done in the past. I want to eventually take my float tube up there.

Yeah, don't expect to be able to get in to Badger Lake yet... It is still snowed in. Even after the snow is gone the Forest Service doesn't do a very nice job of removing downed trees. Take a saw... Last year they where charging people to camp after it was accessible, but hadn't even cleared trees from the campground or the trail... All they managed was the road and it was pretty tight in spots... OH and they raised the fee by the way, I think last year it was 10 bucks! (AND FOR WHAT???) I guess TP for the portapotty is expensive... All aside, its a fun place to get into and fish. Check with the forest service or ODFW to see about accessibility mid June.

it is also a very rough road in so if you take a car you will have very sore but cheeks by the time you get there

Didn't make it up there last year, but went the prior year and have been there many times in years past. Unless they've changed the road, I wouldn't drive anything other than a 4x4 with high clearance if you want to keep all the parts attached underneath your car. It's a long off-pavement drive, no boats etc. Once there, the fishing has been fair to good in my experience. I did catch my first lake trout on a fly there from my float tube the last time out though.

Good luck
