I've got what I want downloaded to the picture page (IBEW logo), now how do I make it my personal avatar?

Yeah, give him the instructions you wrote down :grin:

Choose a graphic that will look good at 72 x 72 pixels ... upload it to the Picture Upload page (or send it to me with a nice request), then make a note of the URL so you can paste it into the appropriate place in your Profile.
