Default Merc flushing issue

I have a 08 Merc 90 hp 4 stroke that when hooked up to the garden hose doesn't flush right. Water runs out of the intake, but nothing out of the outlet when the motor is running. Cooling system works when in the water and I read the directions twice. I even had my wife read the directions and she told me I was doing it right. I let the temp get up to 185 before I shut it down and I haven't found anything to tell me what the normal operating temparature is.

Anyone have any ideas?

Where are you attaching the garden hose? On my 40 hp, the hose attachment is the pee hole outlet, so you will not get the water coming out there. It only comes out the bottom. Yours may not be the same but my hose hookup and flushing is as described in my owner's manual. I do not have a temp guage, so cannot answer that part of the question.
