I brine the herring a least the day before I am going to use them and keep them refrigerated. You can keep them in the brine and refrigerated for quite a long time - depending on your brine.
Fresh or brined the night before is best. We use enough salt that I can put them in the freezer and they will only slurry up not freeze and they fish fine.
The length of time in the brine depends on the amount of salt. It also depends on how you like your bait to feel. I know people that like their bait soft like fresh and some that like it hard and shriveled.
