Default Blower vents on sled?

I have Duckworth inboard jet sled. It has two vents that evacuate gas vapor from the engine compartment. I just discovered today that when I was doing some under the hood maintainence work that one of the vents does not have a blower in it. Only one side vents air to the outside. Both vents are connected with their own hose that hangs towards the lower engine compartment.

Was this an oversight from the boat manufacturers side or does a hose that vents to the outside do any good without a blower?

Maybe this is a question for the boat doctor?

I think one pumps air out, the other vent lets fresh air in. This allows flow and vapors to be replaced by fresher air.

The blower vent hose should go to lowest point of bottom - gas fumes are heavy .
the other hose lets fresh air in - only half way down.
