Title: To provide for the implementation of a system of licensing for purchasers of certain firearms and for a record of sale system for those firearms, and for other purposes.

The referenced bill (HR 45) was introduced in Congress on 9 Jan 2009. Mandates licensing for all gun owners.

Here is the Readers Digest Version........................
  • You would have to carry a photo ID firearms license.
  • A training class would be required to be licensed 102.a.7.
  • Disclosure & certification of your storage method would be required for a license - must stay out of possession of anyone under 18 years of age sect 102.a.6 .
  • A thumb print & picture would be required for a license.
  • Every sale would have to be recorded by the federal government Title II sect 201& 202.
  • If you move, and don't tell an Attorney General within 60 days, you are a criminal Title IV Sect 401.b.
  • If a firearm is stolen and you don't report it, you are a criminal Title IV Sect 401.b.
  • There would be no grandfathered firearms.
  • If you do not obtain a license and report every firearm you currently own, you are a criminal Title IV Sect 401.a.
  • There would be a license fee and a fee for the "services" provided at purchase time.
  • Licenses would be required to be renewed every 5 years .
Criminal penalties are fines and up to 10yr imprisonment.

How does creating more laws help stop gun crime? Criminals don't care about the law, or they wouldn't be criminals!

So i have more pressure put on ME, uncle sam knows more about ME, more work for ME. I am not a criminal!

How about stiffer penalties for crimes commited with gun? Maybe that will make the CRIMINALS think twice about "putting a cap in someones you know where"

We knew it was coming. This is just the tip of the iceberg. Like the bad guys are going to abide by all of these regs. Write, call, e-mail or contact your legislators anyway you can. Don't wait to see where this goes or it will be too late. Give them a heads up about how you feel in a nice way.

I think these laws are staring infringe on our rights as gun owners and what we do in our own homes with them. Ticks me off, punish the honest man and never the people who commit the crimes. I see a civil war east versus west.

Yep, very sad to think we've come to this. Personally I'm not going down w/o a fight.
Remember the 1st step to dis-arming a society...is to know WHO to dis-arm.

Folks it's time to get off the sidelines and get involved. Become an NRA member, GOA member, or whatever..... but get involved!

Write your legislators and tell them EXACTY what they can expect from you if they support this.

Spread the word, grass roots emailing can make a differance..but only if both you AND they do something about it.
Singing to the choir isn't how things get done.
Scream it on the streets, and show others how/what to email too.

I am a proud NRA member for the last 4 years, I do however hate the constant mail and crap that comes along with it. Im sure the constant lobbying for money has hurt their member numbers.

Well I think it will do nothing at first then after it is passed they will work on the "public knowledge" list so then the criminals will know where to get the guns

It will never happen. This bill will die a timely death just like the last hundred or so federal gun bills that have been introduced over the years. I don't think we need to start crying wolf just yet. If you are concerned about your gun rights then by all means join one of the anti-gun law lobbiest groups to fight the cause.

The National Shooting Sports Foundation has created an "Action Alert" web page with a summary of this bill and a sample opposition letter that can be edited, copied, printed or emailed. They even have an "automailer" where you can enter your contact information and have it send your email for you. It's so easy that there is no excuse for any gun owner not to voice their concerns.

Oppose HR 45 - Blair Holt's Firearm Licensing and Record of Sale Act

Sample Letter:

I am deeply concerned and opposed to HR 45, the "Blair Holt's Firearm Licensing and Record of Sale Act."

This bill not only seeks to criminalize law-abiding citizens who have been the victims of theft, but mandates the release of personal and medically privileged health records in order to exercise a constitutional right.

Specifically, HR 45 calls for all handgun owners to submit to the federal government a formal application including: photo identification, fingerprints, medical and mental health records and a completed written firearm safety examine. Applicants would also be forced to pay a fee to the federal government.

The legislation also mandates that a database be established and kept by the attorney general of the United State so as to record every sale and transfer of a firearm.

Additionally, the bill would make it illegal for a licensed gun owner to fail to record a firearm loss or theft within 72 hours, or fail to report a change of address within 60 days. Further, if a minor obtains a firearm (even from stealing it) and injures someone with it, the owner of the firearm may face a multiple-year jail sentence.

I strongly urge you to oppose this gross violation of constitutional rights.

I appreciate your time and will be watching your actions on this matter closely.
