Good article by Henry. I did see a couple minor typo's though.

I'll have to agree with Chris at South Beach and be content with the rule changes except for the non retention of canaries and yelloweye. There will be waste of those two species by both the charter boats and boats from the private sector inside and outside 40 fathoms. That is a bad deal.

According to the article halibut will be open outside the 40 fathom curve and that is a big surprise to me if that includes the rock pile. I wouldn't be surprised if you could avoid catching and wasting the schooling and normally suspended canaries there with halibut gear but don't know that you can avoid catching the bottom dwelling yelloweye with but gear.

Lingcod minimum size limit stayed at 24". [img]graemlins/applause.gif[/img]

So all and all it doesn't look that bad with the exception of the season long non retention of canaries and yelloweye but appears that could be changed during the 2004 season.
