How does that work exactly? never hunted SI but always wanted to try but don't want to look like an idiot not knowing what i'm doing before i get there.

The westside is a section of Sauvie Island which is open to the public for hunting. When you cross the SI bridge, don't take the right turn at NW Reeder Rd but continue on NW Sauvie Island Rd till you reach the end. Thats the westside, and if you get there early you will come to a locked gate in the rd. or to the end of a line of cars also waiting.
About 2 hrs before shooting light, ODFW staff opens the gate, letting the cars move forward a couple of hundred yards.
Close to 1.5 hrs before shooting light, ODFW staff walks down the line with a bag of numbered poker chips which every hunter gets to draw a chip at thier place in line. Once the last car is reached, and the staff has the chance to get back to the check station, they starting calling numbers over the radio, you tune to 1580 AM, lowest number gets first pick of the blinds on the wall, you can take 3 friends to any of the blinds if your number is called.
Since there is no reservation, and a daily chip pull on hunt days, the first car has as much chance of a good pull as the last car.

i think the closer you are to the end the better chance you have of picking a good chip. there are far more good chips than bad chips in the bag.

I think he's eluding to all the previously pulled chips being taken out of circulation by the early pullers.
How often have you been standing at the check station only to see chip number 1 come driving up from way out back.
