Jigging herring in Nehalem bay??

I know its not exactly the hottest time to be over fishing Nehalem bay but I am going to be over at Brighton Marina the next few days and am going to give it a a try anyway. I was wondering if any of you guys have jigged for herring there in the bay like you can do in Newport? I always like to have the fresh bait available if possable. Thanks!! Rairshine
