Eagles are not great hunters, only great scavengers. Note the carcass. I would guess that eagle is hungry.

Golden eagles are hunters and routinely kill their own food. They will also scavenge when given the opportunity.

Golden's are great hunters. Ask any sheep rancher in Wyoming.
