Default force 150 starter problems

Help.... I have a force 150 Hp outboard and I am having starter problems bad. I have tried two brand new straters and they do not work, I have replaced the cables, solenoid, and all of the ground wires. I have tried two different batteries. The solenoid clicks and I m getting 14 volts at the starter terminal....I am pulling my hair out anyone have suggestions?

Can you turn the motor over by hand? Perhaps it's locked up for some other reason and the starter can't overcome it?

The motor spins fine by hand, I have not pull started it, but spun it by hand.
