Default Reasoning behind the John Day River waterfowl closure

I've wondered this for several years why they close this to hunting waterfowl. Especially with all the geese in that area that are resident geese. How could we as hunters request to get this area opened up for ducks and geese?

i thought I saw a sigh on the launchramp at JD just last year that waterfowl hunting was allowed

I assume, Dan is talking about this section of the regulations.
