Perhaps you missed reading my response the last time you made this statement?

Certain types yes, but not all.

Per ODFW regs:

DECOYS
Except for purposes of law enforcement
or wildlife management, the use of
decoys with moving parts is prohibited
for all big game species. This prohibition
includes, but is not limited to,
decoys with parts that are powered by
a motor, battery, human action (for example,
cable or pull-string), or the wind.
Flexible or adjustable parts that permit
placement or adjustment of a decoy but
do not otherwise move do not constitute
“moving parts”. This rule is intended
to ban decoys that attract wildlife via
movement.

I had an idea for a homemade decoy, with no moving parts but could be moved in its entirety by a hunter. Would that be illegal? I know it's obviously dangerous, which is why I haven't done it.

Like sneaking up on elk behind decoy, homemade or otherwise...

I experimented with making my own years ago. I thought they looked good. I used 1 inch foam sheating, think mattress cover but thinner & lighter. Several cans of paint an you have a presentable decoy. They roll up, dont take a shape & with cord on the corners to tie it up to a bush tree etc your ready.
