In answer to the question, yes. You can identify likely areas but, that doesn't mean every area you identify will in fact have a wallow. Also, there may be areas with wallows you don't identify. If you can read and, understand topos, the contour line system and what it represents, then you can already make an educated guess of where to look. Oh, and don't forget, there will have to be elk in the area also.
