Default RFA/Oregon Anglers at The Halibut Table

RFA/Oregon Anglers was one of four NW fishery reps in attendance today at a halibut working group meeting at the PFMC offices in Portland. The others were Wayne Butler a charter operator from Bandon, Mark Cedergreen and Bob Alverson both from WA.The balance of the group were state agency personnel from ODFW (Don Bodenmiller), WDFW, PFMC and several tribal reps from Washington.

The purpose of the meeting was to develop strategy to counter a proposed reapportionment of Halibut quota in 2009. The IPHC has a reduction of quota for area 2A of up to 50% still on the table. We are a defacto area 2A delegation. Many criteria were discussed which may help our cause. A second meeting will be held in August to finalize a package.

A workshop will be conducted by the IPHC in Bellevue, WA on Sept. 4th. This is called a Biomass Apportionment workshop. The area 2A delegation will argue our case there.

The final round of deliberations and action for 2009 will take place starting on Jan.13, 2009 in Vancouver, B.C. RFA/Oregon Anglers will be involved all through this process including sitting as members of the Conference Board of the IPHC in Vancouver.

John, Thanks for the update and taking an active role in assuring that the needs of saltwater fishermen are being represented.

Oh god! what next... they really want to reduce our quota even more.....what is this based on. I hope I misunderstand something.

This is a holdover from 2008 IPHC. They wanted to reduce the quota for area 2A by 50% over two years. !/2 each of two years. We dazzled them with brilliant rationale and stories of personal pain last January and recieved status quo. Now we must do it again. If we prevail we should get a reprieve for a few years anyway.

It is based on tagging studies showing halibut migrate between management areas.

So they swim around, I don't see that as a negative, I see it as a positive thing.
Thirty years ago we thought the sturgeon in the Yaquina were resident fish, and it was hush hush. When we found out it wasn't true, it wasn't negative.

Thanks John! A never ending battle over resources. It's no longer enough to by a fishing licence - that's the easy part. The hard part is not being shut out due to competing interests.
