For some hunting is a spectator sport...I'm sure a covered blind will make them more comfortable while they watch us dumping their beloved ducks into the drink.
Actually I used to hunt out there, but found it kinda sucks compared to other places on the river.
But, yes you are right. I'm sure there'll be impacts on hunting out there. Hopefully this blind will be built WEST of the power lines overlooking the new ponds.

Find out where to lobby and get involved now to protect hunting rights there. Otherwise the trail and viewing blind will lead to a bird watcher complaint and then hunting ban. Central coast and valley refuges are run for bird watchers only now(NFWS calls it non-consumtive recreation). State lands are being converted to State Parks and delveoped with trails and blinds also. Luckiamute lands will be off limits within 10 years. Once you loose the area, it will never revert back to hunting allowed.

The way I read the regulations, I believe its only open for waterfowl.

If you want Doves, probably better off hitting private land, or possibly Sauvie Island.

I know, that's why I HOPE it will be built west of the power lines.
At least then the the conflicts of use would be minimized.

Update: Work has already begun on the bird blind. It is on the Northeast edge of the Delta, on the Columbia.

I emailed Meghan too and this is what she sent back today:
The trail is partially built (work began about a year ago) and is the wide gravel trail west of the power lines. No, I don't have a site map proposal, I would assume the Confluence Project has that, or the Forest Service, who have been assisting with this project.

I think that was his point. It's a viewing blind. If it's built where no one can hunt, it will have no impact on hunting in the area.

Me and Mudbogger hunted out there a few years back on the far east end of the delta. All morning we kept hearing shooting to the west of us that sounded like it was coming from the ponds you cant hunt. Sure enough while driving back on 84 after our hunt there's a pickup pulled off the highway and we spot two guys out hunting the ponds west of the powerlines right off of 84 with decoys and everything. Those ducks were probably in for a shock when they went to land in their safe ponds. We called OSP and reported it. Dont know if they ever got caught or what

That was a crappy situation. Those guys lit em up too. Shooting was nonstop for about 2 hours.

Near the confluence of the Sandy and Columbia rivers in Troutdale, Ore., an elliptical bird blind will stand in a delta currently being restored by the U.S. Forest Service. Upon entering the restored forest ecosystem, you’ll encounter the bird blind, which embodies Confluence Project’s commitment to sustainability and ecologically aware artistry. Stroll up a gently curving 150-foot ramp to the bird blind, constructed of sustainably harvested, durable black locust wood. From this peaceful spot, you’ll view birds and wildlife that inhabit the area today as you learn about the flora and fauna—some of which are now extinct, endangered or threatened species—that existed 200 years ago. Reflect on what once thrived and what could not survive as you read, engraved in the bird blind’s vertical wooden slats, the name and status of each of the 134 species Lewis and Clark noted on their westward journey. The artwork serves as a lasting reminder of the impact humans have had on the environment and a model for a new way to envision the connection between people and the natural world.
