Default Dare I fish salmon from the jetty?

I'm hoping one of you Captains from the Garibaldi area can dredge me out of my confusion. I'm planning to spend a few days on and around the jetty (without a boat). Mostly fishing for greenling and rockfish. But - do I dare fish for salmon? From what I can tell, the inside of the jetty is open for fin clipped coho based on the Tillamook Bay regs. And the outside of the jetty is open for fin clipped coho based on the ocean regs. And Chinook is closed in the ocean, but is it open in the Bay? Or is everything closed, and I'm looking at out of date regs?

Or, is it just the wrong time to target chrome, and I should smile and be happy with my bucket of surf perch?

I am going to use a float and herring off the jetty when the salmon start coming in. I believe it should be this coming weekend as the tides are going to be higher. I have caught a few large salmon off the jetty in the past. I just have to get them very tired then use a long handled gaff to get them over the rocks. I have not hooked a silver yet but will have to figure out how to release one over the rocks. Any one else have some suggestions?

I hooked some silvers off the jetty while fishing for greenling and rockfish with sandshrimp last year. They all ended up breaking me off but it was closed to keep them anyway. I have also heard of people throwing spinners as well as bobbers off the jetty and catching a few in past years.

Is it legal to gaff a salmon or steelhead? I was told it was illegal. I would just use a long handled net and be really careful.
