By the mount I wasn't sure, but with the field shot i'd say Muley.

I'd say you shot a muley, and they mounted it with a blacktail cape....
We had an antelope done than, easily identifiable in the pictures, wasn't the same buck we turned in. Large scars, patches of missing fur, and smaller horns on the buck that came back to us.

It looks like a Blacktail in color and features like the muzzle and ears.
Did you by chance get a shot of the tail? That would be the tell tale identifier in my opinion.

Im not hiding anything, I shot it on Green Ridge during the Metolius hunt, Im just curious, because I know its not 100% muley, the ears were 17.5" tip to tip and his body was quite small for a rutted buck

Muley - the base of each antler are too far apart from each other (distance is too wide). Blacktails have bases that are a little closer to each other than mule deer.

The only slight mulie characteristic it has is spindley horns, and if that makes it a mule deer then I guess I have shot a few on the coast.

If it was shot on Greenridge than I would have to say it is a muley. That is a LONG  way from the closest blacktails I've ever seen. I do a lot of scouting towards Maxwell Butte (due west from green ridge by many miles and the complete other side of the pass) and I have only ever seen blacktails there when it was super hot in lower elevations. By rut time they have all migrated west and down low.
Ear lengths are generalities. They can't be used to say that one animal's genetics are different from anothers (most mammals have variations of one sort of another in the same familia). Double throat patches are not specififc to blacktail deer either. I have a friend that shot a 5x5 whitetail in Alabama (A long way from any blacktails), both in his pics and his mount the animal has two white throat patches.
Like stated above. You have an awesome animal there, and got to go on an even better hunt.
By the way, didn't Tom from the Archery Den guide you on that hunt?

Looking at the the mount, the coloration says to me blacktail. It's more brown than gray. From my experience, muleys, especially in the winter, are grey. The other part is the briskett starts to get dark, almost black. This is a blacktail trait also.

Double throat patch and BT ears. You say his tail was 75% black, did it have a stripe that continued from top to tip or did it beak to white in the middle.
