Reluctant Spokesman

There is a need for a speaker at the Friday 12 July meeting at ODFW in Portland. I know a fair bit about fishing in the ocean but feel a little light on the legal issues involved, the history of this problem and so on.

With some reluctance, based on my limited qualifications, I'll volunteer for this job. I would much prefer some other individual with a higher level of involvement and knowledge about the regulation process make our arguments and points for us.
