???? Java Script ???? On/Off????

I was going to check out a 30 seconds of fishing on tube-u, anyway I can't get the dang thing to play, it says I need the latest Adobe flash player, -----I have that, than I see it may be java script is turn off, How do you turn it on???? and where do I find it in this computer.
I am running Windows XP Home.

It showes in the control panel. The icon is a steaming cup of coffee. You mught have to down load it. I did with xp.
