Default Future bait restriction

Has anybody tryed diver & hardware like FST or none whighted spinners for steelhead.The rivers with natives might go to no bait in the future.

There are a couple of guys running thin spoons or even unweighted spinners under bobbers up here. A few steelies are taken that way. Interesting way to fish.
