Default Chinook keep it or not

Anybody know what the rules will be if you catch a Chinook on the Willamette in late Dec. or Jan. before the 2002 rules are set.First one most years around first of the year. I know if water does not change might be April.Was getting fish last year in Feb.

Under present regulations the Willamette River is open all year to adipose fin clipped Chinook Salmon.
