Default Tuna Limits?

I thought I saw an article in the paper (or somewhere) that stated in California (I don't know the boundary) that this year the limit would be 10 per person.
Can anyone help out on this?
Also thought no limit in Washington. Man, I hate this CSR stuff, but it happens.

The sport albacore limits in Ca this year are 10 in southern Ca and 25 in northern Ca.The 25 fish limit is largely symbolic(who needs more than 25 fish per person) but was supported by anglers. We wanted to show other treaty countries that we are willing to limit our catch. I believe that sportfishermen catch about 1% of the total tuna harvest.

Reelsteel has it exactly right.

For the CA limits, the boundary is Pt Conception (near Santa Barbara).... 10 below, and 25 from there to Oregon Border. Then 25 in Oregon. WA has no limit yet, but as part of the same agreements (to satisfy the IATTC), WA is talking about limited entry for charter boats, similar to how they have boat licenses for salmon.

The objective was to "cap" the effort - ensure that effort would not increase.

If that were true would't salmon be regulated the same as tuna then?

Tuna limits ARE set by the state. That's why California has different limits than Oregon, which is also different than Washington.
