An FFL license is a federal license issued by the Bureau of Alcohol, Tobacco and Firearms. It's the same license that any gun store needs to do business. There are lots of privately held FFL's but but it's not something you go to the shopping center to get. Since it enables the holder to buy, sell and ship firearms it comes with a great deal of responsibility - so the Feds will want your fingerprints, a background check and a chunk of change before considering your application. Basically, it's not worth it for a "casual" firearms purchaser to hold an FFL. It's much easier to pay the $10 background check fee and have the gun store do it for you.
