If you're not concerned about the change in action, the ferrule can be replaced easily enough by a rodbuilder. They would trim it up then wrap or epoxy another ferrule on, possibly salvaging the old one if its hardware rather than the type that is part of the blank, then put a finish coat on. I don't know about the crack though, but it doesn't sound too good. I'm thinking best case you may end up with a 9 footer, but likely you're SOL. Maybe an expert can chime in, I've built a couple of rods is all.
